F.B.I. trainee Clarice Starling (Jodie Foster) works hard to advance her career, while trying to hide or put behind her West Virginia roots, of which if some knew, would automatically classify her as being backward or white trash. After graduation, she aspires to work in the agency's Behavioral Science Unit under the leadership of Jack Crawford (Scott Glenn). While she is still a trainee, Crawford asks her to question Dr. Hannibal Lecter (Sir Anthony Hopkins), a psychiatrist imprisoned, thus far, for eight years in maximum security isolation for being a serial killer who cannibalized his victims. Clarice is able to figure out the assignment is to pick Lecter's brains to help them solve another serial murder case, that of someone coined by the media as "Buffalo Bill" (Ted Levine), who has so far killed five victims, all located in the eastern U.S., all young women, who are slightly overweight (especially around the hips), all who were drowned in natural bodies of water, and all who were stripped of large swaths of skin. She also figures that Crawford chose her, as a woman, to be able to trigger some emotional response from Lecter. After speaking to Lecter for the first time, she realizes that everything with him will be a psychological game, with her often having to read between the very cryptic lines he provides. She has to decide how much she will play along, as his request in return for talking to him is to expose herself emotionally to him. The case takes a more dire turn when a sixth victim is discovered, this one from who they are able to retrieve a key piece of evidence, if Lecter is being forthright as to its meaning. A potential seventh victim is high profile Catherine Martin (Brooke Smith), the daughter of Senator Ruth Martin (Diane Baker), which places greater scrutiny on the case as they search for a hopefully still alive Catherine. Who may factor into what happens is Dr. Frederick Chilton (Anthony Heald), the warden at the prison, an opportunist who sees the higher profile with Catherine, meaning a higher profile for himself if he can insert himself successfully into the proceedings.

"Safe" has been described as a horror movie of the soul, a description that director Todd Haynes relishes. California housewife Carol White seems to have it all in life: a wealthy husband, a beautiful house, servants, beauty, and a lot of friends. The only thing she lacks is a strong personality: Carol seems timid and empty during all of her interactions with the world around her. At the beginning of the film, one would consider her to be more safe in life than just about anyone. That doesn't turn out to be the case. Starting with headaches and leading to a grandmal seizure, Carol becomes more and more sick, claiming that she's become sensitive to the common toxins in today's world: exhaust, fumes, aerosol spray, etc. She pulls back from the sexual advances of her husband and spends her nights alone by the TV or wandering around the outside of her well-protected home like an animal in a cage. Her physician examines her and can find nothing wrong. An allergist finds that she has an allergic reaction to milk but explains that there is no treatment for that sort of allergy. She sees a psychiatrist who does nothing but make her nervous. In the hospital, Carol sees an infomercial for Wrenwood, a new-age retreat for those who are "environmentally ill," and leaves her husband and stepson to try and find salvation at this retreat: headed by a phony, grandstanding, "sensitive" individual named Peter Dunning.

Leaving her family due to the disgrace, she had a series of affairs with lovers who physically abused her and did a stint as a massage parlor girl due to her beauty. After her pimp lover dumped her and gave her share of earnings to his new lover, they argued and after killing him she left by train and contemplated suicide. Dissuaded by a lonely barber, she happily set out to build a quiet life with him until the police came to charge her with murder. Upon her release from prison she silently slipped away after finding that the barber had started a new family. Becoming a "Yakusa Girl" she rationalized that it was better to be on the run with a mobster than be alone. However, her mobster lover rejected her after being released from a term in prison and she became an eccentric recluse. Shou concludes that his aunt fulfilled his ex-girlfriend's parting comment about it being better to give to others rather than expecting to receive.
