Tom and Ellen Bowen are a brother and sister dance act whose show closes in New York. Their agent books them in London for the same period as the Royal Wedding. They travel by ship where Ellen meets and becomes involved with Lord John Brindale. This causes her to miss a rehearsal. Tom (Astaire) uses the time to dance with a hat rack and gym equipment. Later Tom and Ellen attempt a graceful dance number as the ship rolls. Upon arrival Tom holds auditions and meets Anne. There is much indecision by the siblings about their romantic partners even though they are in-the-clouds. Tom dances on the walls and ceiling of his hotel room. All ends well in this light musical. By the way, there is a vaudeville-style dance number in their show that features slapstick. It's a hoot.

Anna Zador is a secretary who's been working for 6 years at Count Willie Palaffi's bank. Every day, she rides to work on her bike and places flowers on Willie's desk, but Willie (the Budapest playboy) doesn't know that she exists. "Whiskers", noticing Anna to be a sweet and beautiful woman, believes she would be the perfect wife for Willie. He insists that Marika (Willie's personal secretary) invite Anna to Willie's costume birthday party - she does so reluctantly for she wants to marry Willie. Marika, knowing Anna is low on cash, offers to help her get a costume. At the party, everyone is dressed elegantly, while Anna is in a simple Angel's outfit. Willie, feeling sorry for her, asks her to dance, but when he sees the guests laughing at them, he makes an excuse and goes upstairs. Upstairs, Willie falls asleep and dreams that an Angel named Brigitta comes to earth to marry him. On their wedding night, Brigitta loses her wings to Willie's delight. He is less delighted when her truthfulness gets him into trouble with the socialites. Willie leaves Brigitta in a rage. Brigitta decides to change, even if it means losing her soul. Willie realizes his mistakes, but it is too late.

New York working girl Susan Applegate is desperate to go home to Iowa but does not have the railway fare so she disguises herself as a child to ride half fare. Enroute she meets Philip Kirby, an Army major teaching at a military school.

Prince Peter Karagin, an officer in the Cossack army, sees and hears lovely Lydia Marakova in the cafe Balalaika in St. Petersburg and wants to meet her. When he hears she likes to fraternize with a lower class of people, he gives a student 50 rubles for his clothing. She eventually accepts his persistant presence and they fall in love. Peter uses his influence to get Lydia an audition at the opera house, where she is hired and is scheduled to perform later. The Prince, however, is not aware that she, her father and brother are part of a revolutionary movement. Their mutual deception is quickly shattered when Peter and the Cossacks violently break up a revolutionary rally in the public square, where Lydia's brother is killed. Soon afterwards, she learns that the rebels plan to assassinate Peter and his uncle, General Karagin, at the opera house on opening night, and still in love, she warns Peter not to go to the performance. He cancels the reservations, but General Karagin decides to go, and Peter joins him.
