The story follows specially trained "Envoy" soldier Takeshi Kovacs, who is downloaded from an off-world prison and into a combat ready sleeve at the behest of Laurens Bancroft, a highly influential aristocrat. Bancroft was killed, and the last automatic backup of his stack was made hours before his death, leaving him with no memory of who killed him and why. While police ruled it a suicide, Bancroft is convinced he was murdered and wants Kovacs to find out the truth.

An attempt is made to hijack the Seaquest DSV, the UEO's most powerful undersea vessel, and Nathan--its original designer--is convinced to return to active service, to assume command of it. His second in command is Cmdr. Jonathan Ford. In second season, the DSV added Dagwood, a prototype GELF (Genetically Engineered Life Form), Tony Piccolo, a man with surgically implanted gills, and Dr. Wendy Smith, a telepath/empath, to its crew of specialists. The series has New Age leanings, often presenting stories that deal with environmental issues or mix myth and mysticism--from ghosts to "gods"--into its science fiction.

In 2491, when Buck awakens from the freezing, Earth is recovering from a nuclear war and is coming under hostile attack by the Draconian Empire. In the second season, Buck has been assigned aboard the Searcher, a starship exploring the unknown reaches of space while searching for former Earth colonies that are scattered across the galaxy.
