A reporter Mullen 'stumbles' on a story linking a prominent Member of Parliament to a KGB agent. In fact it is also linked to a near Nuclear disaster involving a teenage runaway and an Americal USAF base. Noel Holcroft is a foreign-born American citizen working in New York City as an architect. In Geneva, he meets with a respected Swiss banker who tells him he has been designated to be executor of a huge four and a half billion dollar trust fund designed to make reparations for the war crimes of the Nazis. Holcroft's father, who committed suicide in 1945, was a key Hitler financial advisor, who became conscience-stricken about German war atrocities, turned against the Führer, and covertly diverted Nazi funds to a secret Swiss account. Under the terms of the covenant, Holcroft must locate the sons of his father's two associates so they can jointly activate their fathers' account. They battle the sinister forces seem to be trying to prevent them from signing the document, as it is believed that it will be used to establish a Fourth Reich.

Former British secret agent Harry Palmer (Sir Michael Caine) now runs a private investigation company in Russia. He gets a job to locate and recover a consignment of stolen plutonium, and with the help of colleague Nikolai Petrov (Jason Connery), he sets off to St. Petersburg to try and find it. Along the way, he must deal with the violent Russian Mafia, and also find Nikolai's girlfriend Tatiana (Tanya Jackson), who has been kidnapped.

The C.I.A. discovers a Russian plot to assassinate five defectives on the Christmas Day, but they do not know who they are. The defective Alex Holbeck is recruited in Paris by the C.I.A. and sent to East Berlin to steal the scrambler of the Enigma, the machine used by Soviet intelligence for communication. On arrival, Holbeck discovers that the K.G.B. and the East German government know that he has arrived and his contacts are arrested. Holbeck meets his former lover, lawyer Karen Reinhardt, and she gives him a safe house. Russian Agent Dimitri Vasilikov and East German Agent Kurt Limmer try to find Holbeck's whereabouts using different methods, while Karen seduces Dimitri to get the information about the location of the soldiers that Holbeck needs. However, Holbeck does not know that the C.I.A. has the scrambler, and he is only the bait to convince the Russians that they do not have it.

After reading the diary of an elderly Jewish man who committed suicide, freelance journalist Peter Miller begins to investigate the alleged sighting of a former S.S. Captain who commanded a concentration camp during World War II. Miller eventually finds himself involved with the powerful organization of former S.S. members, called "O.D.E.S.S.A.", as well as with the Israeli secret service. Miller probes deeper and eventually discovers a link between the S.S. Captain, "O.D.E.S.S.A.", and his own family.
