2019. 31 years after being destroyed during World War 3, Tokyo (now 'Neo-Tokyo') has been rebuilt and is a thriving metropolis. Shotaro Kaneda is the leader of a biker gang. His friend Tetsuo is injured in an accident and taken to a top-secret government facility. He develops telekinetic powers but decides to use them for evil rather than good. He has the same powers as Akira, the force that destroyed Tokyo in 1988, and now it appears that history will repeat itself.

Guts was brought up by a mercenary group since birth. After killing his guardian in self-defence, he runs away. Years later, he encounters Griffith and The Band of the Hawk. The Hawks fight for the King of Midland, and after winning the 100-year war against the neighbouring empire, they become the King's personal guard. However, once they reach the top, things take a turn for the worse.

The series is composed out of 5 story arcs, each featuring the medicine seller as he tries to solve the mystery behind the existence of various Mononoke, evil spirits that still linger in the human world. He combats them using his vast knowledge of the supernatural, but a Mononoke can only be slain after he uncovers its form (Katachi), the truth behind its appearance (Makoto) and the reason for its unusual behavior (Kotowari).

In the city of Oedo 2808 A.D., three Cyber criminals are given two choices, to either rot in jail or to join a special force of the Cyber Police to get possibly one more chance at freedom ever again. For each criminal apprehended, and for each successful mission done, the state will agree to reduce their sentences. Lead by Hasegawa, the new recruits: Sengoku, Gogul, and Benton will bring some hard justice to Oedo and possibly taste freedom again.
