Carl Harvey Greenblatt (born June 17, 1972) is an American screenwriter, producer, storyboard artist, cartoonist, animator, and voice actor. He has worked on the Nickelodeon's SpongeBob SquarePants, and on the Cartoon Network's The Grim Adventures of Billy & Mandy and Evil Con Carne. He has been the creator of Cartoon Network's Chowder, Nickelodeon's Harvey Beaks, and creator and executive producer of Jellystone!, a new Hanna-Barbera animated series for HBO Max and produced by Warner Bros. Animation.

Greenblatt took inspiration for his work from Jim Henson, Dr. Seuss, and Richard Scarry.

He attended the University of Texas at Austin where he majored in advertising. He was classmates with future film critic Korey Coleman.
